Error message:

failed to syncronize
Reason: failed to merge the ICA DB. possible security error !!!

solution

- make sure time is the same on both smartcenters (ntp or manually)
- cpstop the backup Smartcenter
- make a backup to be sure (go to %FWDIR%/bin/upgrade_tools, run upgrade_export backup.tgz)
- go to %FWDIR%/conf on the primary smartcenter
- copy InternalCA.* and ica.* from the primary to the secondary smartcenter
- cpstart secondary smartcenter
- try to sync
