If you want to be able to scp files towards / from  a SecurePlatform device, you need to do the following:

- login to the server
- go to expert mode
- touch /etc/scpusers
- vi /etc/scpusers
- enter your admin user here and save the file

This will allow command line scp. Winscp will not work because you don't receive a full shell access. If you do want to use winscp, configure your server to login in expert mode directly (instructions can be found here)
